Is the Ebola outbreak over, or just different?

Today the Ebola out break in Guinea was declared over (http://www.bbc.com/news/world-africa-35191676); that is, it has been 42 days since the last known case tested negative for a second time.  However, occasional cases in Liberia and Sierra Leone have occurred since those countries were declared Ebola free.  This latests announcement in Guinea, while an important milestone in the end of the epidemic phase of this most recent outbreak, may signal a transition to a long period of heightened surveillance for the disease as we shift our focus now to understanding the health consequences of prior Ebola infection.
